My name is Melanie Neal Welch and I can’t wait to meet you. I am a Master Cosmetologist specializing in Haircuts, Balayage, Highlights, Multi-dimensional Color, Gray Coverage and Gray Blending. I am located at 1867 Central Avenue Augusta, within Heart & Soul a shared space.
